1.1 The Chair welcomed Members to the meeting of the Children, Young People and Education Committee.
1.2 Apologies were received from Buffy Williams MS and Heledd Fychan MS, Vikki Howells MS substituted for Buffy for items 1 to 4 and Rhun Ap Iorwerth MS substituted for Heledd for items 1 to 5.
1.3 Under Standing Order 17.24A Rhun Ap Iorwerth MS declared he was a designated Member with regard to the co-operation agreement.
2.1 The Committee scrutinised the Minister and Deputy Ministers.
2.2 The Minister agreed to provide further information on how the NHS planning framework supports ring-fencing of funding for children and young people.
2.3 The Deputy Minister for Mental Health and Wellbeing agreed to provide the following:
- Minutes from the Whole School Approach Delivery Board meetings.
- Further information on the modelling work that the Welsh Health Specialised Services Committee is undertaking regarding mental health services when it is available.
- Further information on Public Health Wales’s evaluation of the all-Wales diabetes prevention programme for children and families pilot projects.
2.4 The Deputy Minister for Social Services
agreed to provide a note on the £19 million allocation to
Regional Partnership Boards for children services is being
used.
3.1 The motion was agreed.
4.1 The Committee considered the evidence it
has heard in the previous session.
5.1 The Committee heard evidence from the Head
Teaching Unions.
6.1 The Committee heard evidence from the Teaching Unions.
6.2 Mary van den Heuvel declared an interest
as a committee member for Wales of the Equality and Human Rights
Commission.
7.1 The papers were noted.
7.2 Members agreed to write to the Deputy
Minister for Social Services for clarification regarding a few of
areas in paper to note 17.
8.1 The Committee considered the evidence it had heard in the previous sessions.
